tax would in principle be the fairest form of tax. Although, therefore, there is no immediate urgency, I agree with the committee that it will be very useful to establish definitely whether or not such a tax could successfully be imposed should the necessity for it arise; and it would, therefore, be desirable to take advantage of the availability of any expert who might be free to conduct such inquiry in the near future.

I shall be glad to know in due course whether you approve generally, and to have your views as to the availability of a suitable man to conduct the suggested income tax in the Colony. As suggested by the committee, it would be desirable that he should have had experience of income tax in an Eastern country.
